Gov. Tina Kotek order forces bell-to-bell phone ban in Oregon schools

As Oregon students returned from winter break, a sweeping, bell-to-bell cell phone ban took effect in public schools statewide.

Executive Order 25-09, signed by Gov. Tina Kotek last summer after similar legislation passed the House but stalled in the Senate, is effective as of January 1. It requires every Oregon public school district to prohibit student use of personal electronic devices from the start to the end of the instructional day. It defines a personal electronic device as any portable device capable of calls, texts, or independent internet access, excluding laptops required for schoolwork.
